To set ratios on public trackers to 2:1 all you need to do is in your rutorrent dashboard select the gear icon at the top and then select ratio groups and set to 2:1 as in the image below then set default ratio group to 1 

If you are running public and private trackers then in your main rutorrent interface right click the torrent that is a public tracker and select set ratio to 1
